When you dial the short code 711 from an 8x8 phone, you get a fast busy signal.

Resolution
If you have a US-based account, create a case with 8x8 Support to request that 711 be enabled on your account.
Note:
This will enable the short code 711 only.
Cause
New US customers will have the 711 for Telecommunications Relay Service enabled by default. However, older customers will have it disabled by default.
